what bottleneck? gaming? productivity? If you are more specific I can give more relevant advice.

Oh sorry I should have explained that a bit better. The issue is it seems to happen in a broad variety of tasks. I have noticed in some games it maxes at 100% numerous times if I try run the games at maximum settings. It’s hard to pinpoint exactly what tasks make it max though. Gaming is where I spend most of my time however I do use software such as solid works and video editing software such as da Vinci therefore I’m wondering is it worth upgrading or should I look at other upgrades?

honestly, I don’t think the upgrade from a 9600k to a 9700k is worth 200+ dollars.
 

You have a few options here:
1. If you live near a micro center, you can pick up a 9900k for 250 (380 for 9900kf on amazon so harder to justify)
2. Buy a b550 board and a 3600, which won’t be as big of an upgrade as a 9900k but it is an upgrade.

the CPU hitting 100% utilization isn't inherently an issue. Are you seeing any actual issues with usability?
