It's a windows store app now.

For the Intel and nVidia DCH drivers, you need to get the control panels from the "Windows Store", however you can also just install the drivers directly and that will install the panels.

 

This will also happen with realtek audio. If there are additional control panel parts, they are now separate from the driver.
