50% disk usage, idle and in use. 100% active time. Severe performance issues. High input lag on keyboard, but the mouse is unaffected. Full antivirus scan detects nothing. 
 

I’ve looked at all the guides and tutorials and nothing seems to fix this.  I can do a full data reset later, but I want to leave that as a last resort.

Are we talking about a HDD here? high usage percentages usually indicate and upcoming drive failure, so I would probably replace the drive. How old is it and how/ for what have you been using it?

Yes it’s a hard drive. I also have an SSD but it is 0% used. I would say the drive is at most 3 years old. I have basically everything on there, bar a few steam games. It is fairly frequently used for larger downloads

The average lifespan of a HDD is around 3-4 years, so that would fit with your drive. Depending on your use case (if it has any important data on it) I would just replace it, HDDs are pretty cheap nowadays.
