pc turns off randomly/devices changed

on start up, i receive a message saying 

“devices changed (cpu or memory) or cmos have been cleared, please enter setup to configure your system , press F1 to run setup, press F2 to load default values and continue “

 

i am completely illiterate when it comes to reading my bios , but when i enter into bios and save and quit, the pc will load and then i can log into windows , but after anywhere between 1min-10 mins the entire system will turn off without warning except for the rgb on my ram sticks, those continue to glow with my configured rgb pattern, and nothing happens until i hold the power button on the case to turn it off, when turning it back on, i get that same “ devices changed etc.” message, when i load default values the same thing happens,  i’ve also noticed that when turning on the computer the cpu light goes on , and stays lit for a few seconds and then sometimes it’ll go off and then the boot light will come on instead, and sometimes it’ll load just fine with no error message ( but it will still turn everything off eventually) , or i get the error message from above and then windows will load. i’ve tried reseating the cpu, and ram sticks, i cleared the cmos by taking out the cmos battery for 45 mins and then putting it back in,  nothing still works, for as i still get the long boot cycles and then windows login, or long boot cycles to then get that error message of devices changed.  at one point i had no error message and was able to login to windows, i had nothing running other than nzxt cam to monitor temps, my cpu and gpu never reached above 60, and my ram never went above 20%,  this is was all for around 30 mins to where only basic starter programs were running in the background like discord and steam etc., but the moment after 30 mins of just sitting there i opened a game or web browser and the pc just goes off, screen turns off, all fans stop spinning, only thjng that seems to have power would be the ram sticks for that they stay lit with my set pattern until i turn off the pc manually through the case,   these are all my parts for the build, all brand new, was freshly built in november 2020
