The computer is up and running and it chews through its computing tasks quickly and efficiently but I cannot run it at 100% power because it gets hot. Really, really hot.  I have 2 front fans that came with my Fractal case and there is the fan on the heat sink. I’ve dropped my computers power to under 80% and I’m still averaging in the high 60* to low 70* with spikes that have reached into the 80s. I have 100% load on every core from the computations it’s running. 
I am planning on purchasing an aio as soon as I figure out what to get and where to put it. This will be my first venture into liquid cooling and I want to make sure I do it right the first time. I can mount a 240mm on the top or I can mount a 280mm on the front. I’ve watched so many videos that at this point, I think I’m more confused than I was when I started.  HELP!

Yeah, a hyper 212 definitely isn't enough for a 10700k. What are you confused about?

Well tbh, it doesn't really matter. Ofc, you can only mount a 280mm on front, not the top. However, if you're only going to get a 240mm then just choose where you think looks better.

Well if you have all 8-cores and 16-threads running at 100% 24/7, then yeah, it will get hot.

Nobody said a 8-core / 16-thread Intel CPU will run cool.

The CoolerMaster Hyper 212 is a middle-of-the-road $30 ~ $40 cooler, too.

 

That said 60*C ~ 70*C is hot for human touch / skin, but relatively cool for electronics / CPU.

80*C is getting up there, but still well within safe limits -- plus you said those 80*C readings are temporary spikes.

 

If you want to keep the temperature lower, obviously get a better CPU cooler.

It's not a MUST to get a 240mm / 280mm AIO, though.

A better, higher-end, metal tower CPU cooler will work just as well.

People like to pretend that if your CPU is a hair over 60C under full load then it is scorching hot, but that just isn't true. 80C is not "really, really hot" and is expected if you are using a 212.

 

If you want lower temps, get a better cooler. The 212 is a budget cooler and the 10700K is a high end CPU, they are not really meant to be used together.

 

And I am NOT saying to go out and get a super duper water cooler. A high end air cooler is just fine, especially if you are not overclocking.

I know I need a better cooler. This one would be great for my office Dell, but definitely not this one. Lesson learned. That being said, I’m running at a fairly steady 4.8 MHz. It is a hard working machine...idle time is between minuscule and nonexistent. 
Before I dropped performance to around 80% of its capabilities, I was running into the high 80s with spikes in the 90s which is why I dropped the performance level. I need to be able to get it back to 100% so a super duper cooler might be in the cards.

I believe so.. front fans, top and back.. heat definitely and obviously escapes through the top but it’s still pretty hot in there. I have my fans running at max. I’m looking at some of the heat sink coolers but I’m questioning clearance so will probably just go with one of the kraken series aio... they seem to hav consistly good reviews.

Good cooler cool temps on cpu, good airflow case cool temps on everything

Kraken line of cooler tend to be on the expensive side, would you mind showing you case?

I swapped my heatsink for a Kraken and am thrilled with the results. 

I now have my CPU power usage reset back at 100%. Its running  between 4200 and 4800 mhz 24/7 with all cores working 100% and the core temp is stable in the low 60s with no spikes.

Add some exhaust for the case or swap the case for better airflow. If I see correctly your front panel is not mesh.
