SLI always tends to have issues when compared to single cards. In this case its probably a driver bug on nvidia's part. Due to the fact that you didnt have an issue with a single 780ti. The best thing you can really do is report the issue to nvidia and hope they fix it in an upcoming patch. Also install the latest beta drivers if you haven't already.

aren't you supposed to have the same cards if you are SLI'ing ???? like exactily the same????

No, as long as they are the same chip, with the same memory amount it is fine. For example an 2gb EVGA760  and a 2gb MSI 760 would be fine. But Not a 4gb EVGA 760 with 2gb EVGA 760. As long as they re both 3GB 780ti's they will work just fine. Even if they are at different clock speeds.

I recently got a second 780 in sli. I have a problem! In BF4 and Skyrim, everytime I see an NPC, the fps goes from 80-144 to 1-20 for a second. How do I fix this? Is this because I have an MSI Twin Frozr and an EVGA Classified ACX?

in skyrim, turn on v sync and lock it at 60fps, skyrim HATES being above 60 FPS, it makes the game go bonkers.

What driver version are you using? I suggest you try 331.82.

I had a few friends having problems with bf4, they tried 331.82 and problems were fixed.   (Most stable driver I've found in quite a long time)

It might be a bad overclock or might be drivers.I feel it should be drivers mostly

That would be due to your hdd, Skyrim probably loads often some data from your drive and that would make your gpu wait because drives are billion times slower.
