So I want to build a budget PC for my little brother. 

I came up with the part list above and needed help on choosing a motherboard and whether it's best to go for ATX or mini-ATX. Also need advice on a case and GPU.

He currently has an old prebuilt desktop with a Radeon 6670 on it. I also have a GTX 470 I could use but not sure if it's better. He mostly plays esports titles like Valorant and Fortnite and does his school work on it.

He has 1080p 60Hz monitor so that is the target. Would the 6670 or 470 be ok for that? Should I look for a used 970 or something?

Good god.  A 1600 is now £138.  A 1600 loses to fast 4/8 chips.  Used to be 2600s were £120.  
 

At that point I would steer away.  It’s a decent chip IF it’s well under £100.  At that point I would compare it to a 10400f which should be a lot faster. Faster than a 3600 even

 

£138 is stupid high for a 1600 even if it is the going rate.

 

Most AMD desktop chips don’t have GPUs at all btw.  If you bought those parts and stuck them together they wouldn’t work.  No GPU.

Heh. Cheapest thing you can find perhaps. 10400f is 6/12.  Massive overkill.  That thing will even eat those super complicated spreadsheets. It’ll even game pretty well. 10400f has no working igpu though.  Got to shell out for some discrete gpu or use one lying around. Won’t need much for office work.  Might be the cheapest solution initial cost wise.  Extra electricity for the discrete gpu may eventually eat the savings though.  TCO is king with office equipment.
