Windows installation media tool help

im trying to install a usb flash drive with the installation media so i can load windows onto a new computer, but when i download it, open it, and select that i want to make a install tool, it tells me i dont have enough space on my c drive (boot drive). it doesnt even give me the option of where i want to install it to. I guess im lucky it didnt automatically install onto my boot drive and wipe everything on it.

It needs to first download to your boot drive and then transfer it. It won't give you the option of where to transfer the installation media if there is no room to download it to the C drive.
