VGA post light

I don't know if anyone will ever see this but, I switched the gpus and it booted, I switched it back it booted fine. Not sure what happened but not complaining 

current set up:

unraid 
1 8tb wd red
2 4tb wd red
corsair RM750 80plus gold 
RTX 2070 slot 1
gtx 960 slot 2
ryzen 5 3600
b450-f motherboard
wd black name 750G

Issue:

So I built this in a rack case and I planned on creating two gaming vms. I got everything working on my desk with everything mounted properly in the case.

I was using it just fine for three days. Today my rack sliders came in so I mounted the pc and boom the computer does not post any longer and has the VGA light lit. 

Debuging:

I take out the RTX and the 970 boots perfectly fine
I take out the GTX and the 2070 boots perfectly fine

I thought it was a power problem so i took out everything unnecessary case fans hard drives still having issues.
Put a multimeter to the pins perfect 12v

Thinking maybe something was wrong with my rack pdu I lugged it back onto the desk and I still have the VGA issue.

cleared the CMOS with the battery and the jumper to make sure

 

What stupid thing am I missing?
