I bought this used Gpu gtx 950 installed it updated the drivers everything but there were green line on the screen both before and after installing the drivers. At one point I shut down the pc and restarted and it worked for a moment no green lines while watching a video on YouTube the pc restarted an the green lines were back I noticed that nidiva panel won't appear or open. So I tried shutting down again it worked and the panel  appeared and was opening but the pc shut down again and the green lines back at it but they never lift since then also no nvidia panel. Tried reinstall the driver everything nothing nothing works. Added a photo I took with my phone

What you see on the screen are what I believe to be artifacts - normally caused by too much overclocking, or too much use of the gpu. 

Download hwinfo64 and check if the GPU is legitimate. 

I have a very similar GPU: Asus Strix GTX 960 OC 4GB. In addition to being factory overclocked, it has the potential of getting another slight overclock using GPUTweakII.

I've heard that pushing your GPU too much can cause that. So check if you're clock speeds and voltages are normal compared to Stock. If not, try to backdown on the speeds. If they are stock, I think you just purchased a burnt gpu. 

Im a bit new to this but artifacts are usually a sign of something wrong with the gpu...
