Dead CPU ?

Hi I’m new to this forum. I need some help. I bought AMD 5950x PC is not booting  and black screen. 
 

my system 

 

Latest bios update is installed 

cmos are cleared 

 

Q led codes 0d on Asus x570 impact 

 

pc is booting fine which my 5900x but not booting with 5950x 

 

Could be the CPU dead ?

Have you tried moving ram around and or clearing Cmos? Sometimes an issue when switching to a new cpu
