its important to know that my PC ain't nothing new in terms of the hardware and OS, but i still want it to be working before i can get the upgrade i desperately want.

 

So my CPU seems to be working itself harder than it should be, the task manager says it works itself to the max when i do the most basic of things, like having just one chrome tab up and nothing else.

awhile ago (half a year?) it didn't have this sorta problem, is this a sign of the CPU or other hardware degrading?

 

i think the CPU is a i7 and the OS is windows 7

We need more specific specs than that, but it does not mean that the hardware is degrading. Generally hardware either works or it doesn't (with special exemption to OC'd chips and HDD's)

 

Start with the specific CPU, Memory, and motherboard (if a laptop or prebuilt, a model number would help.)

Main: AMD Ryzen 7 5800X3D, Nvidia GTX 1080 Ti, 16 GB 4400 MHz DDR4 Linux - Fedora

by memory i assume you mean ram? i don't know the ram it seems to be some kind of low end ram (6 GB) but i do know the motherboard is a EVGA X58 FTW ³ and the CPU is a intel i7 x990 @ 3.47GHz
