PC boot issue

Hey folks! 
So my pc have been doing some weird things lately when i power it on! 

I press the power button and it turns on
then after about 2-4 seconds it shut down and then starts again
and after the restart thingy it works perfectly fine no issues when it's booted into windows. 

It happened after i had to do a CMoS clear, i saw some dude online saying it was the ErP option in bios that needed to be turned off, but mine was already off. 

My specs are: 
MSI Tomahawk x299 AC 
i7 7820x
32gb ddr4 corsair vengeance 2666MHz RAM
Geforce RTX 2080 8gb watercooled
256gb M.2 some Intel drive
500gb OCZ SSD
