All memories will run at the same frequency, the some goes for the timings.

If your first kit is CL16, 3200 MHz (XMP obviously), and the second kit is CL15 3200, the BIOS will select CL16 3200 MHz. Of course you can manually change the timings, but since you have different memory chips, you mignt not be able to OC it as much. But CL15 3200 should be doable on any decent 3200 MHz kit.

The way you arrange the memory modules AFAIK doesn't really make a difference in this case, since you'll be using all 4 DIMM slots.
