Linux extremely high fan speed.

I'm using Ubuntu as second OS and have problems with fan speeds. Its very quite until 60 degrees but when it achieve 60 or higher fan starts spinning very fast. Is there a program or driver for changing it. For example: if any temperature higher than 45, make fan speed 1700 rpm...

Which fan? Tempature of what?

Everything starts spinning at about 70% (which is loud already) at 60°C

yes, that's how the fancurve works, if component gets over 60 C the fans go faster

 

why do you think it's set that way?

I was need to increase fan speed when it 0-60 degrees.

EDIT: Depending on the system, the support for managing all the fans might not be possible. Just try it out. If that doesn't work, then unless you find some other solution for your specific system/platform, you don't have a lot of options.

Also, look at your BIOS settings. It is likely your fans are controlled by the BIOS and fan curve settings are setting in a suboptimal way (considering acoustics etc). It does not make much sense to enable software fan control unless the BIOS settings are very limited and you really need it (always consider the scenario of a system hang when the processor is at a 100% usage loop - and if the fan control software doesn't work, fans will not ramp up).
