Since it's a used GPU there's really not much any of us can do, since we're just speculating. Could be oils, sweat, water, coolant. Who knows..

well from the looks of it one spot is under a capacitor which would mean it leaked but that doesnt explain the other spots which are not near any capacitor so probably someone spilled something there e.g droplets from the water cooling block of the CPU of the previous owner, or just could be some spillage after taking out the GPU and mailing it to you, clean it with alcohol (when powered off and preferably outside the case) and then run some benchmarks on it if it is ok then its probably nothing to worry about.

What exact gpu?

Sometimes thermalpads leak some fluid which is harmless. I think that there have been a backplate which had thermalpads but the seller removed it probably.

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.
