Gpu and Cpu usage low when gaming

When I try and play games like Fortnite, Warzone, Pubg, even csgo my cpu and gpu usage are both low, I was wondering why that is and if any one could help me. 

 

I have a msi 3070 ventus 2x oc and a ryzen 5 1600. 

the fps is uncapped.

I dont know why you cpu is low percentage but you gpu probably is low percentage because your extremely bottlenecking your 3070, I have a Ryzen 5 3600 with a 3070 and it bottlenecks it by 10% also what are you temps at if your cooling is really bad that could be it

My thermals are good max 65c on cpu and max 65c on gpu when at full load.
