My main drive is a hdd and the plan was to install Windows on the ssd

Did you make sure that the Dell Inspiron's M.2 slot was set up for both SATA and NVMe? On laptops, it's not uncommon for a slot to be SATA only or NVMe only, which is unfortunately going to require a new SSD of the appropriate type.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I need?

Bingo, dell lists the m.2 to be "class 35 or 40", which I believe translates to nvme.
