150 FPS average seems alright?

A 3090 is beyond overkill for 1080p. You will be CPU limited at this point.

Did you make sure your ram and CPU are running at the proper speed?

You're probably CPU-limited, and a 3090 is absolute insanity for 1080p.

A 3070 would make more sense.
