So many people say that but how so?

it was made for console and ported over, they didnt code it right to make it work well with pc parts

My point was that they did to an extent, there were a couple of issues on release but they were patched long before people started coming off with this 'poorly optimized' stuff.

You can max it out on a 6850 and a dual core... The bit that makes people think that it is poorly optimized are the rendering settings.

Changing view distance and vehicle density to 100 renders out pretty much the entire map so it has to calculate all the different objects cars peds etc, which should take a good amount of CPU horsepower, it's fine these days but a few years ago people complained as they thought they were unable to max it out, the truth is you don't really need to render out that much.

Detail distance requires a decent amount of VRAM up to 2gb which is common now, but back when these complaints started it was as rare as hens teeth.

If they hadn't of allowed so much flexibility in these options people would never of complained.

I take it yours is on Steam? Maybe try re installing Games For Windows Live first... Might be a driver issue or a problem with Directx though...
