fallout: new vegas not responding -.-

every time i load FO:NV on steam it doesnt responed and i cant play FO:NV. it gets stuck on the loading screen just before the main menu so i can not play FO:NV. any suggestions on how to fix this problem? 

i have:
radeon 5770
4gb ram (3.25gb usable)
faxconn a7a ml-k mobo
AMD cpu (dont know what model)

pretty crap pc. i got it from my older brother when he got a new pc

Well your hardware is pretty close to what I would consider the edge of being able to run it or not so having either of those games would greatly assist in figuring out if the problem is your hardware or the software.

i am slowly making a better pc but i think it may be the software due to it being so badly out of date.

New Vegas is not out of date really. Fallout 3 is the one that gets glitchy on windows 7 and later.

Try running as admin and starting the game through nexus mod manager
