Hyper 212 will let you overclock but... not by much. What's your budget?

My profile picure is real. That's what I look like in real life. I'm actually a blue and white African Wild Dog.

Ryzen 9 5900X - MSI Ventus 2x OC 3060 Ti - 2x8GB Corsair Vengeance LPX 3200MHz CL16 - ASRock B550 Phantom Gaming ITX/ax

EVGA CLC 280 + 2x140mm NF-A14 - Samsung 850 EVO 500GB + WD Black SN750 1TB - Windows 11/10 - EVGA Supernova G3 1000W

The computer is around 1800$ but im willing to go for 2k

Whats the budget for just cooler? For almost €2k build any 212 variant is really bad pick. Are you looking for RGB? Or just pure performance? Noctua U12A is current king of the midrange coolers. But going with be Quiet! Dark Rock 4 for example isn't bad choice either.

Note about 212 variants. The heatsink has remained same since EVO or maybe even longer. The fans have been changed. Bit better with X, bit worse with LED. And again now bit better with Black Edition and RGB. But the performance is still about the same, and you usually can get better for the same amount of money.

That is a 150w cooler for a CPU that can put out 230w. I would say it would  have a hard time running it @ stock let alone overclocked.

AMD R9 9900X | Thermalright FW Pro Black, 3x TL-B12E | Asus Strix X670E -F | 64GB G.Skill 6000C26

You shouldn't look at TDPs just like that. Those are estimated numbers, and there's no standard saying how to calculate them. Its one manufacturer saying what they think it will output vs another saying how much they can comfortably cool (in 2011 when cooler was released). Which actually means that Evo might be able to cool much more. Its just not best when whole system is gonna be at higher end of price scale.
