If you really don't have money for a modern used ryzen apu setup, and you were going sandy bridge, you might as well just buy a janky chinese board and a used xeon.  I wouldn't recommend that, but at least then you could put more money towards a higher quality power supply that's not going to start a fire or only do half its rated power...

 

Frankly, unless you're building a homelab server and using server grade parts, I can't imagine why you would want anything so old it's using DDR3 at this point.  Not because the performance difference is notable (assuming it's setup in dual channel), but because you're basically investing in old hardware that you can't bring with you...like at all.  The only thing worth keeping for a new build from that would be your graphics card...assuming it's even a real name brand GTX1650.  The only things you literally could bring forward is your graphics card, power supply, and case, but I wouldn't trust that psu as far as I could throw it, especially on nicer new parts.  Case seems surprisingly...okay.  And once you upgrade, it's not like anyone would really buy the remaining parts for much, nor would it be particular good for a reuse scenario.

I can't imagine used Kabylake cpus and boards are frankly much more expensive than this setup, or an optiplex and a graphics card like others mentioned.

Honestly, I hope you can cancel your order or return it.
