Newish PC Running Slugish and performing subpar.

Hey, got a ''newish'' build about 5 months ago, all hand built, it ran perfectly in the first 1-2 months but has started feeling slugish in games and overall long loading times. I've tried reinstalling windows, checking temps seems normal-ish and some other troubleshooting steps like cleaning it, replacing thermal paste etc.

My current specs are: 

MotherB: ASRock Z390 Pro4

cpu: Intel Core i9-9900K

Memory: 32GB DDR4 Dual Channel 3200mhz HP Ram

Graphics: RTX 2080 Super Game Rock Edition

Power: EVGA SuperNOVA 850 G3 Fully Modular.

Main Nvme SSD: Crucial P1 1TB 3D NAND NVMe PCIe M.2 SSD

DISK: Seagate Barracuda ST2000DM008 2 TB

Is there anything I need to swap out for better performance? Was thinking of getting a better Motherboard but not sure.

is the OS stored on the HDD? if so, move it to the SSD. also try using wired internet if you are not already.
