No post on pc

Hi! I’ve had a rough time on my 2000$ gaming pc.

I get no post on my monitors here is what happens:

     I run my pc fans spin all my leds light up but it doesn’t post. And to turn my pc off I can’t use the on board power button on my motherboard or use my case power button I have to flip the switch on my PSU.

Parts:

Asus Prime Z3990-A

Intel i79700

 

Gigabyte 2070 Super wind force white

 

Gskill Titanium ( I think thats what it’s called)

Anyways this computer has worked for 1 year until i got dropped an inch. I went to a professional and they said replace the intel chip so I did.

I also replaced the motherboard. Both of those are new. This no post. 

My motherboard has Q-Led troubleshooting but none of the lights show up.
