Yes, it should be (I think most of 360 AIO cooler should be able to cool a Threadripper just fine). However, do note that the mounting in TR4 is very different from consumer AM4, LGA1200 and the like. Make sure the cooler has the proper mounting for your system.

Yes and no. Its in Tier 1. Thats means its good for high end CPUs. It being listed with TR4 means that it either has support for TR4 or has special version of the cooler for TR4 socket. The cooler is Tier 1 also for normal consumer sockets.
