I just built a new machine, the motherboard was open box from Newegg and the GPU was purchased off ebay, I believe it was previously used for mining.

 

Specs:

MSI B450 Pro Carbon AC

Ryzen 5 3600

AMD RX 570 4GB

16GB DDR4 Memory

Intel P665 1TB NVME SSD

Corsair 80+ Bronze 450w PSU

 

Immediately after assembling the PC I was able to successfully get into the BIOS setup but I had some red static on the display that would intermittently streak across darker parts of the screen. I was able to install Windows without issue but the red streaks were still present and my GPU showed a Code 43 error in device manager, GPU Z showed 0 GPU memory and core speed, and when I would restart the PC I would get no display, a solid green screen after the Windows screen, or I would get a few seconds on the desktop before the display crashed. After some troubleshooting, my best guess was that the GPU was used for mining so I updated the BIOS on my motherboard and reflashed the original BIOS on the GPU . This fixed the static and allowed the AMD drivers to recognize my card but I'm still left with a problem on startup:

 

I've tried 2 monitors and the only way I can get any display is to shut down my PC, turn it on, wait a few seconds and then hit the reset button. It will not give any display on an initial startup or a full restart. I don't have any error codes on the motherboard, I've reseated the components and used different HDMI cables.

 

The dispute process on ebay can be a nightmare so I'm looking for any advice on a fix for this, otherwise I'll have to get a new GPU and see if that fixes it.

Any display issues is probably a gpu. Easiest thing to check is the temps, if its overheating then that might cause problems. Otherwise, if you have anyother hardwear you can swap in to see if the problem persists then thats a good way forward. Try taking the GPU out and plugging straight into the display output on the MoBo and see if you get the same issue, if you dont then its the GPU.

Temps are solid, I tested a couple of games and overall the performance is on-par with benchmarks. Unfortunately I don't have onboard graphics or another GPU handy to test, but it's looking like I might just need to buy another GPU at this point.
