CPU idles at 75 degrees

Yes, I would. I would also clean the cooler out of any dust it may have built up in the fins. I only had assumed you were using an AIO since you mentioned NZXT cam. Not a recommended monitoring software without using an NZXT AIO. You should use HWInfo to monitor your system temps. 

hey, I have an i7 7700 and my computer is behaving weirdly. I opened NZXT Cam and I see my CPU is running at 4000mhz on 5% load, which would be fine for me, unless its makes the cpu fan spin at 2000 rpm and the temperature go to around 75 degrees. there is no reason it has to run at 4000mhz on low loads. its goes to 4000 then back to 1900 and 4000 and 1900 and so on... Is there any way I can make the cpu work on low frequency when idle or low use and go to high frequency when on heavy load?

if your CPU is idling that high, I would be worried there is something wrong with your AIO pump or thermal paste.

as skiiwee29 mentioned,

try reapplying thermal paste and cleaning the fans.

and NZXT cam doesn't feel super accurate compared to most other stuff i've used

keep in mind that helping with problems is hard if you aren't specific and detailed.

i'm also not a professional, (yet) so make sure to personally verify important information as i could be wrong.
