USB-C and Thunderbolt are different things. USB-C is just a port, any number of things can run over it like USB-3, USB-PD (laptop charging), display port or Thunderbolt.
Thunderbolt 3 is 40Gbit, so it looks like that port doesn’t support it. Thunderbolt also doesn’t include anything beyond 15W for power, similar limitations exist in the USB spec. You need USB-PD over the USB-C port for laptop charging which... unfortunately, again seems like your port doesn’t support.
It’s a convoluted mess of a port, I know.
