LOW GPU USAGE

I have a 3070 but for some reason it will sometimes run at very low usage. It only does this sometimes and only does this when I am in an actaul game. For example I have a game open in the background gpu usage is 70% as soon as I click into the game the gpu usage drops to <30% it heavily affects games performance. It is not a cpu bottleneck because I have a i7 9700k that is at 57% usage in this particular game. I notice that my gpu does this in a few games and I cannot figure out why, i have messed with all the power settings and it's also not overheating because it never goes above 70-72C Any advice is appreciated thanks

What games? What fps are you getting? Do you have vsync on or an fps cap?
