It seems that the PSU is not getting the signal from the power switch and you have already tried shorting the pins on the MB, so that leaves two possible faults.

1 The MB is defective

2 The PSU is defective

A few other things you can test:

  • Swap the power cord
  • Make sure there is no paint under the 4 power supply screws and make sure they are firmly secured.

The PSU was the issue, thank you for the help.

Problem:

The pc will not turn on with power button or by bridging the pins on the motherboard. The only way I can turn it on is by turning the PSU off and on.

The power button will turn the pc off, so that is not the issue. do you have any idea how to solve this problem?

Have you tried re-seating the 24PIN connector?

When you do get the system working with the power switch, are you having any other problems?
