As the title states I cant get any of my BIOS settings to apply. At this point I just want to see if it will do ANY CPU OC and enable 3200 ram profile, everytime I do and hit save and exit it never applies. Yes I have reset cmos, updated BIOS, changed the battery, changed power supply, wall plugs, and tried just doing 1 setting at a time but can't even get ram profile to load. Its also a single BIOS. Please help me understand if im doing something wrong lol, to note I have done this before on my last PC with no issues. I have looked up everything possible and followed every tutorial to no avail.

Gigabyte Z390 UD 1.1 

MSI Ventus 2x OC 3060ti

Intel i7-9700k

Delta Force 3200mhz 8 x 2

Western Digital SN750 500GB nvme SSD

EVGA 650W 80+ Gold PSU

Masterliquid 120ml CPU cooler

I just ran cinebench r23 fully with no issues, and just used intel maximizer to try and OC and it got to a stable 4.7 and displays all cores at 4700mhz, thats something. But still no manual OC by BIOS or XMP profile. Replugging and reseating everything now at this to point to see if something has bad connection.
