GT1030 resolution driver/problem

The family PC has a problem, the PC sometimes boots up as though it has no drivers installed... so when you go to resolution it will only go as high as 1080p but if you restart, it will 99% of the time boot at 4K?

 

I've tried DDU clean install, redownloading drivers and reinstalling windows with a fresh download but it keeps happening?

 

It's also inconsistant as sometimes it can go a week without issue, i'm going to try replacing the GPU and PSU next but I was wondering if anyone knew what the problem was?
