50% Usage @ idle

While idling my cpu is running at 50% utilization its a quad core i5 2400 paired with a gtx 1050 (2gb) and i only get a few frames is there a reason for this

its an older system, Depending on what is running in your background at idle and how much ram, that may not be that far off.

50% CPU usage doesn't sound very idle to me. We cant tell if it's some anti-virus scan or update in the background, because you haven't shared enough...

It has 16GB of ram and fresh windows installation
