DX12 is an upgraded version of 11. Thats essentially it.

 

Vulkan is made by the same people who made OpenGL iirc, and is in games like DOOM 2016 and Eternal, as well as R6S. It has pretty good optimization as far as I know.

Vulkan can give better performance, at more or less the same visual fidelity as DX12.

 

I prefer playing Borderlands 3 in Vulkan, it gives better FPS and looks better. But, it also has some quirks, like rendering shaders while the game loads, and while it only takes 3-4 seconds on my machine, older CPU's apparently struggle with this and can take forever and a day to do this.
