Pc Won’t boot

So my computer won’t boot it is outside of the case and I was testing but the only thing that is responsive is the rgb on the mother board and when I go to turn it on the psu fan flickers and nothing happens I reset my cmos (If taking the battery out of your motherboard putting and then putting it back in is it then I think I did it but idk) and I used 2 different ram brands to test it and I don’t think It is my graphics card. My specs are asus b500 f ryzen 7 3700x 32g 4x8 3200mz  ram gtx 1660ti and Karatos 550w 80 plus bronze 500g ssd and 2tb hard drive and the ssd-hard drive has all of my stuff from my prebuilt before hand and the gpu and psu are from my prebuilt. So if anyone could help me figure out what’s wrong and why it won’t boot it would be appreciated.

What's with the CPU? It might be the problem since nothing boots.
