Honestly, if going to stream, check the "recommended" specs needed for a game, if you can meet those, and not just the minimum, you should be able to stream it okay-ish. But if only meeting the minimum... expect issues with latency or computer not able to keep up and having lag or stuttering in the game if try to stream it simultaneously.

No it's not. It barely even meets the minimum requirements to launch the game on its own, let alone run the game properly and stream it

By the way, my desktop is a docked laptop. Get over it, No seriously, I have an exterrnal monitor, keyboard, mouse, headset, ethernet and cooling fans all connected. Using it feels no different to a desktop, it works for several hours if the power goes out, and disconnecting just a few cables gives me something I can take on the go. There's enough power for all games I play and it even copes with basic (and some not-so-basic) video editing. Give it a go - you might just love it.

Honestly, if going to stream, check the "recommended" specs needed for a game, if you can meet those, and not just the minimum, you should be able to stream it okay-ish. But if only meeting the minimum... expect issues with latency or computer not able to keep up and having lag or stuttering in the game if try to stream it simultaneously.

Almost feels like a troll, but the answer is no.  

You don't have a very good encoder for streaming, and definitely can't CPU encode while playing.  The game probably runs, but with OBS and twitch running I'd be worried about the 8gb ram, let alone if you decide to open a chrome window.  

The game is probably playable, depending on how you define playable, but streaming?  No. 

But if you want to be positive, open a test stream on twitch and watch it on your phone.
