Does this combo Bottleneck?

 Would R7 2700x and a 3060ti Bottleneck?

Situation: I'm currently running a 1080p display with this CPU + 5700XT with 16gigs

if i would keep this GPU and upgrade to a 3060ti would it bottleneck at 1080p or do i have to upgrade to 1440p ?

No it will work great but if you wanna upgrade something then go with cpu thats it!

nah it shouldnt bottleneck all that bad.

although an upgrade from an rx 5700 xt to a 3060 ti isnt that great,

a 5700 xt is around 2070 super performance and a 3060 ti is 2080 super performance, give or take 2 to maybe 3% (at least from my experience, and to be fair it depends on the game)
