My pc build won't work

I just finished my build about a month ago but it's been collecting dust because it won't work and I have checked and everything is compatible (I believe) but my build is an old dell inspiron with 8gb ddr3, core i5, no graphics card and 1tb hard drive. The things that I put in it was a 2tb hard drive, a msi gt 1030, and I have a 16gb ddr3 but I'm using the original 2x4gb ddr3 so I'm not sure what's going on with it but I do know that it isn't booting into bios because my monitor just enters power save mode and the monitor does work because I use it for my laptop so I have no idea what's wrong with it. (If linus himself could fix it then that would be amazing)

almost all the major parts in it were in it to begin with so I just modified it but what exactly should turn on the monitor or the pc because both turn on but the monitor just shuts off when I turn on the pc

You know what I never checked because it came from my grandmother's office because they were getting new PC's so they could have win10 and they said that it worked. Also I might need to add the fact that it's hard drive came from an old dvr so it's full of movies and shows
