Hey guys, I am a little newer to computers and I have been recently experiencing an issue.
My system is a:
Ryzen 5 3600
Wraith Stealth Cooler

ROG Strix b450 -f gaming
RADEON RX 5500 XT MECH 8G OC
EVGA 600 gold 80+
Corsair vengeance 3200 MHz 16gb

When it come to performance the system runs fine but experiences frequent stuttering in more demanding games and has poor rendering speeds, so I took a look at task manager to see what was going on and it turns out that my processor never runs at a speed faster than 3.35 ghz, however according to ryzen master every core can run up to a max of 4.1 and never hotter than 65 C. No I do not overclock with Ryzen master, I just use the program to view the temperature of the processor I would think that this would be an issue considering the base is 3.6 with a max of 4.2,  I was wondering if anyone had any ideas to get my system back up to speed.

Sorry, I'm not sure if I just missed that when I read your OP or if you edited after (the task manager screenshot didn't show up when I initially replied either)

 

65 C really shouldn't be causing throttling. I'm not too sure what else it would be, though, so hopefully someone else here has a better idea. Sorry couldn't be more helpful.
