GPU not being detected by windows/bios?

Hey guys I really am kinda at a stand still with my new pc. I had a existing rig with a 1070ti and I upgraded to a I7-9700k with ASUS Z390-A. I tried everything from DDU to windows reinstall to Fresh bios flash and still nothing.. I looked up a power calculator and it said I would use/need about 1000w PSU. So I'm wondering if my current 750 isn't sufficient?

GPU light turns on and everything btw

Is the problem with the 1070ti rig?

you cna run 9700k and 1070 ti out of a 450w psu so your 750w is overkill.

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.
