Boost? Only way is to upgrade hardware. Another less effective way is to install lighter OS aka Linux. There are no magic tricks which would work for games.

Which college ? IITs even give full fee waivers for students who are extremely poor. The private ones they eat 100k INR just as a snack. So yeah private ones are expensive as hell. BTW, even if its a private college , you  must have a computer lab with good enough desktops. IITs have computer labs accessible 24X7

You can just use the PCs in your college's computer lab. Or apply for scholarships like Birla's Scholarship, which will help you only with college fee and maybe then you can save some money for a PC over months.
