CPU possible overclocking, help

I have the AMD Ryzen 5 3600 and my motherboard is the MSI B450 mortar max, for some reason the CPU likes to run at max boost (4.2 GHz) instead of the normal 3.6Ghz. Is this overclocking? Should I change this, is it a problem?

Its a good thing. Boost clock is not overclocking really (well at least it isnt manual overclocking).

Will it damage my CPU if it is constantly at 4.2GHz (boost clock)?

No it shouldn't, the 4.2 is a rated spec from what AMD says the safest clock is, and since the CPU knows whats the temperature, it wouldn't be boost if it was overheating.
