my pc is underperforming

On google chrome my CPU can sometimes spike to 80-100% and GPU can go up to 35% and when playing games my fps is significantly lower than it should be. I have tried resetting windows but that did not fix the problem. I am wondering if there is anything I can do before taking it to a pc repair shop. My cinebench score is 2153pts with intel i3-9100F, is this normal?

It's not a bad score. If Chrome causes issues, disable hardware acceleration.
