I have searched the internet and i cant find any solution to my problem.

I dont get any 100% CPU in any games while gpu is siting on ~30-50%.

I am playing mostly some Esport titles like dota 2,csgo and in those i cant get anywhere above 60% CPU usage while the gpu is on ~30%.

Tried couple of things to tweak this, changins some BIOS settings(than reverting the settings to stock yet nothing happens),checkign my temperatures(they are ok),no background task etc.

Run program called HeavyLoad for stress test and i get 100% cpu there with max 70-74 C but ingame i cant pass 60% CPU usage.

Also i tried to give high priority to my games in task manager/details and nothing happens.

I dont know if i am missing something info wise but i need help,so please guys give me some.

My system:

i3-4170

8GB ddr3 RAM 1600mhz

MB gigabyte h81m-s

GPU gtx 1060 3gb SC evga

some toshiba HDD

My system is old but i dont play newer games,i am mostly on dota 2 or trackmania. In both games i cant get 100% CPU usage no matter what and that means i cant reach my 144hz monitor with frames.

My wonder is that how can stress test run at 100% CPU usage but not the games.

Games Do and Don't use all cores or threads available. Game to game basis to find out by looking at stats for each game,.. CPU thread load is likely High on 1 or 2 cores only for these titles, where your 30-60% is... (1core2threads and a little extra is your 60%)

Older games likely only use 1-4Threads (1-2cores of usage)

So to gain on those titles.... you'll NEED higher core Clockspeeds for those games to get a higher framerate.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Alright boys i did a couple of thing and i wanna share it so if someone like me with some old system want to improve their gaming exp.I will just type what you need to search in google as guides.

1.Disable services that you dont need in window 10

2.Put EmptyStandbylist into your task scheduler(dont use any other 3rd party software for cleaning except for this)

3.If you have 144hz monitor and you are reaching high fps, like 200+ but still dont get the "smoothness" do this

 -Gamebar presence writer,change it

 -bcdedit /set disabledynamictick yes

  bcdedit /set useplatformclock true

-open BIOS and change RAM speed from auto to max(whatever your number is)

These things will remove micro stuttering and also stuttering in games. For some reason when the ram speed is on auto my pc deciding to run games like dota 2 on 800 mhz.Other than this its normal cleaning proces defragment if you have HDD,clean temp and %temp% folders in RUN command, cleanup disc.Shut down windows 10 background apps, theres ton of guides to do that, also tweak your nvidia settings.

I just type the things like this so you can google them and find a guide for yourself, its pretty easy to do all of this things if you want your true 144hz smoothness on and little bit older machine,

If i missed something or i dont know feel free to inform me so i can do on my system aswell to improve.

edit:btw my esports games still running with 60% CPU usage spreaded through all the cores after all of this but the games are much much smoother.
