Are there any good cheap and quiet cooling systems for MATX case?

I would really benefit from a new cooling fan that is quiet because my current intel one is loud as heck.

Do you mean CPU cooler or just fans? Same fans work in smaller cases as they do in big ones. For cooler, we need to know what the actual case you have. Like how big of cooler you can fit. Bigger size means you can run fan speed lower = less noise.
