1 fan not working with fan splitter

I'm unable to get my 4th fan fan to spin. I apologize in advance in not familiar with using forums. This is my first build and i just now realized some of my fans are not seated in the proper headers. Because of how small my build is i just want to make sure i get it right the second time around. 

CPU: i5 9600k

Mobo: Z390-I Gaming

Case: InWin A1

 

Noctua CPU fan seated in CHA_FAN - Functional

Corsair LL120 Exaust seated in  CPU_FAN - Functional

 

2 Corsair LL120 Intake Fans - Fan splitter 3pin&4pin Seated in AIO_PUMP

 

4Pin end Fan- Functional

3pin end Fan- Not Functional

 

Would swaping the Noctua CPU fan with the splitter enable the 4rth Corsair fan on the 3pin end of the Fan splitter spin?

Splitter too CHA_FAN header and Noctua CPU fan too CPU_FAN header

These Corsair fans are 4-pin PWM fans (the 4th pin is the RPM signal).

The 3-pin header is probably not giving any RPM signal, so the fan is probably thinking 0 RPM.

 

Why didn't you buy a Y-splitter with 2x 4-pin connections on the ends?

Correcting this. If splitter is PWM (one end is 4pin, the other 3pin), the missing pin is indeed for RPM. But that doesn't matter for fans function. Fan will still receive 12V from splitter. So all connected fans should work. The difference, and why you shouldn't mix 3pin and 4pin fans on same splitter, is how they are controlled. PWM fan will get 12V all the time and 4th pin (PWM) will handle controls. 3pins require voltage modulation for controlling so they would run at full speed all the time if PWM is set as control method.

 

@CannaB, have you checked other fans on that splitter and verified the 3pin fan to be working overall? Without knowing what part or combination is the issue, you might end up buying stuff you don't need, or getting wrong replacement.
