Budget (including currency): 400-1000 USD

Games, programs or workloads that it will be used for: CS 1.6 and Worms world party ONLY. Youtube too

Other details I have the very small and compact Optiplex 7010 from 2013 and I currently play only CS 1.6 (came out in 2000) and with GPU AMD R7240 (low profile) its a "killer" for the game. It runs 60fps with no problems. I have modern day gaming rig that is much better but i purchased this office PC for playing CS1.6 as its incredibly small and quiet. Only 2 upgrades i have done is Windows 10 and SSD SATA and it is hugely improvement over old HDD. Currently it has stock PSU 240W wow. And it is i5 3470 which is not bad. And its 4x2 GB Ram DDR3

I want to build a new pc out of it and i don't want to buy new case which would be much easier for me. I just want that sleeper-ish pc in this case. I want to buy a new motherboard but have no idea what to buy. Never built a new PC from scratch, only have done changes of parts etc.

How do i find what parts to buy? I figured i need Mini ITX as Micro ATX  is a little too big. I am not sure how and what PSU to look for.
 

I don't want to have RGB or water cooling, just a decent PC even not highest today possible components. Just some up to date components and the thrill this can run much harder games even if it wouldn't.

Willing to remove the CD rom and the front USB ports which take very large space. It has one 80mm fan in the front than i can double if i remove those things. I will make a side drill vent or a hole if need to put a chunkier PSU. Also want to have m.2 and i would say Maximum of 16gb ram (2x8). Processor: not sure to go with AMD or intel, but I love intels because back in 2002 with my first good PC  I always had problems with AMD but i know today that is not the case anymore so I would not have problem go with low end Ryzen or can keep the i5.

GPU is also tricky as it must be low profile i think. But i think GTX 1650 is more than plenty for what i need it for.
As for Monitor I think I can get me some base 27 or 32" decent quality
EDIT: I also use cable and not Wifi so its not a must for the Wifi

Motherboard W10"x H7.8" (254mmx198mm) Could go higher then 7.8 if PSU is different.
PSU: L10" x W3"x H2.5"
Overall case 12"x12"x3.7"

Your biggest challenge will be the non-standard layout of that SFF Dell system. I don't think it'll be possible to be honest.

I'm afraid Radium_Angel may be correct.  I had a few Optiplex cases years ago from when I salvaged old school and office desktops as a hobby.  And I tried to do the same -- use a case for my own build -- only to find the Optiplex cases impractical.  Luckily, I had an old Acer case that fil the bill.  In short, it is probably more work than it is worth to use the Optiplex case for your puropses.  Other manufacturers use non-conventional form factor sizes, too.  Shuttle is one of them.  Sorry to have to second the bad news for you.

Thank you for the opinions. I was thinking the same thing but i am sure there is some mother board that would fit in this case as it is full with some PCs with similar and even smaller sizes. I can believe let say Linus saying it impossible himself :D
