Artifacts when booting

Hello , i have been having these weird artifacts when windows boots up after my pc is off for a while , if i use the pc the whole day and reboot it doesnt happen only after it has been like 8 hours turned off , after a while it goes away and it never happens againg even when gaming , today i came back from my moms house after beeing there 2 days , i turned the pc on and the artifacts where worse , also gpu started making a weird noise , but after waiting again it went away and its back to normal now , might this be the gpu dying?

GPU :GTX  1080 OC 8GB

CPU:i7 8700k  4.5 ghz

MB: ASUS Prime z370 p

RAM: 2x8 GB Ripjaws 

HDD: 1TB

SSD: 120 GB (OS on it)

PSU: Cooler master 700 W

And the artifacts look like the ones on this video , just not the whole screen , only those lines that keep going up and down
