depending on the memory ic type (ie Samsung B-die etc) the memory controller may have a harder time handling the ram. You could try bumping the SoC voltage but I would rely on someone more knowledgable about 2000 series Ryzen in regards to voltage. Maybe load up Ryzen Ram calculator just to see what sort of SoC voltages it's recomending as a guildeline

I would try updating to Bios version 3.10 from your support webpage https://www.asrock.com/mb/AMD/X570 phantom Gaming 4/index.asp#BIOS
Newer bios versions do help somewhat with ram compatibility, I didn't suggest the higher versions because I'd reserve those updates for if you decide to use a 5000 series cpu

I assume you went from 16gb to 32gb and the extra memory is too much for the memory controller to handle at 3200mhz.

Hello I’m having similar issues I just got Corsair vengeance rgb pro 3000mhz 16gb I’m upgrading from 8gb and for some reason my computer is stuttering now I can’t even play games let alone do simple work like opening up google tabs 

full pc is a ryzen 5 3600 

gtx 1060 

ASRock b450m pro4 

psu is a 1000w platinum 80+
